Through years of hands-on experience – from start to finish – building the Traditional Neighborhood Development of Longleaf in Pasco County, Florida with his brother Trey Starkey, Frank honed the intricate skills required to craft entire small towns. This remarkable neighborhood with its array of parks and streets, houses and schools, offices and restaurants, is a thriving and successful people place. Frank was closely involved in every aspect of the 568-acre Longleaf design, entitlement, engineering, permitting, construction, builder program, architectural review, marketing, homeowner association, mixed-use development and property management. Evidence of the breadth of Frank’s development commitment is that he also owned and operated Town Ground Espresso Café, Longleaf’s own coffee shop. Today, more than 450 families connect with their family members and their neighbors in a community that engenders socializing, sharing and simply enjoying life.
