Starkey Ranch

From 2005 through 2012, Frank and Trey oversaw the planning, entitlements and marketing of Starkey Ranch, a 2,500-acre multi-use development of former Starkey family land also in Pasco County, Florida. They took the property through full planning, engineering and environmental analysis, transportation planning and negotiations with County, regional and State agencies, concluding in the approval of a Development of Regional Impact (DRI) in 2008. Simultaneously, they negotiated a sale of the project to a large community developer.

As Managing Partner and Director of Planning and Design, Frank oversaw all urban planning, architecture, transportation and environmental planning. Under Frank’s direction the Starkey Ranch DRI combined state-of-the-art urban design and forward-thinking transportation planning with an exceptional environmental conservation program.

As part of the Starkey Ranch DRI, Frank spearheaded a groundbreaking collaboration between Pasco County and School Board officials to design a shared/collocated elementary/middle school campus and district park. The effort resulted in agreement between the two public agencies to share recreational facilities between the schools and parks, and an innovative design that integrated the park and campus with the neighborhoods.
